Apel Gelar Pasukan Operasi Keselamatan Toba 2023 di Wilayah Kabupaten Samosir dipimpin oleh Kapolres Samosir AKBP Yogie Hardiman, S.H.,S.I.K.,M.H di Rabu tanggal 08 Maret 2023 sekira Pukul 08.30 wib telah dilaksanakan Apel Gelar Pasukan Operasi Keselamatan Toba 2023 bertempat di Lapangan Apel Mako Polres Samosir Jl. Danau Toba Kelurahan Pasar Pangururan Kecamatan Pangururan Kabupaten Samosir, Rabu (8/3/2023).
Pada kesempatan itu, Kapolres mengucapkan terima kasih dan penghargaan yang setinggi-tingginya kepada seluruh personel Polda Sumut dan jajaran yang terlibat dalam pelaksanaan operasi “Keselamatan Toba – 2023”.
Semoga pengabdian yang kita laksanakan dengan penuh keikhlasan ini, dapat menjadi ladang amal ibadah di hadapan Tuhan Yang Maha Esa.
“Bahwa Pelaksanan Apel gelar Pasukan dilaksanakan dalam rangka pelaksanaan Ops Keselamatan Toba 2023 yang berlangsung selama 14 hari, mulai tanggal 08 Maret 2023 s/d 21 Maret 2023.” Ujarnya.
Kegiatan apel ini juga dihadiri Asisten I Pemerintah Drs Tunggul Sinaga,MM, Kajari Samosir Andi Adika Wira Putera,SH,MH. Mewakili Dandim 0210/TU yakni Pabung Wilayah Samosir Kapt. Inf. Guntur Sebayang dan stakeholder lainnya.
Sementara itu, Pelaksanaan apel gelar pasukan ini dilakukan secara serentak di seluruh jajaran Polda Sumut dengan tujuan sebagai bentuk kesiapan personel dan sarana prasarana yang akan dilibatkan pada operasi “Keselamatan Toba – 2023” sekaligus menunjukkan kesiapan penyelenggaraan operasi kepada publik sehingga masyarakat sumatera utara dapat patuh dan disiplin dalam berlalu lintas sehingga angka pelanggaran maupun kecelakaan lalu lintas dapat menurun dan mewujudkan kamseltibcarlantas di wilayah Provinsi Sumatera Utara.
Adapun sasaran operasi “Keselamatan Toba – 2023” yakni para pelaksana operasi mampu mengantisipasi segala bentuk potensi gangguan, ambang gangguan dan gangguan nyata sebelum, pada saat dan pasca operasi, yang berpotensi menyebabkan kemacetan, pelanggaran dan kecelakaan lalu lintas khususnya menjelang Bulan Ramadhan dan Hari Raya Idul Fitri 1444 Hijriah.
Operasi “Keselamatan Toba – 2023” dilaksanakan selama 14 (empat belas) hari, mulai dari tanggal 08 maret sampai dengan tanggal 21 maret 2023 dengan target operasi yakni masyarakat pengguna jalan, kendaraan angkutan umum dan pribadi, titik lokasi rawan kemacetan, pelanggaran dan kecelakaan lalu lintas serta kegiatan masyarakat dalam berlalu lintas yang dapat menimbulkan gangguan keamanan, keselamatan, ketertiban dan kelancaran lalu lintas (kamseltibcarlantas).
Polda Sumut melibatkan 1.978 personel terdiri atas Satgas Polda Sumut 150 personel dan Satgas kewilayahan 1.828 personel.
Selanjutnya Operasi ini bersifat terbuka dalam bentuk operasi pemeliharaan keamanan dan ketertiban masyarakat pada bidang lalu lintas yang mengedepankan kegiatan preemtif dan preventif dalam rangka meningkatkan simpati masyarakat terhadap polri, khususnya polisi lalu lintas guna terciptanya kamseltibcarlantas di wilayah Provinsi Sumatera Utara.
Pelaksanaan operasi “keselamatan toba – 2023”, antara lain:
1. Meningkatnya disiplin masyarakat dalam berlalu lintas;
2. Menurunnya angka kecelakaan lalu lintas; dan
3. Menurunnya tingkat fatalitas pada kecelakaan lalu lintas.
Oleh karena itu, untuk mencapai keberhasilan pelaksanaan tugas operasi, perlu saya sampaikan beberapa penekanan untuk dipedomani dan dilaksanakan, antara lain :
1. Lakukan deteksi dini, penyelidikan, pengamanan serta pemetaan terhadap lokasi/tempat yang rawan pelanggaran, kecelakaan dan kemacetan;
2. Berikan pembinaan dan penyuluhan kepada masyarakat tentang disiplin dan tertib berlalu lintas dalam bentuk kegiatan sosialisasi melalui pemasangan spanduk, banner, baliho, penyebaran leaflet dan stiker serta melalui media cetak, elektronik dan medsos;
3. Laksanakan patroli dan penjagaan pada lokasi rawan macet, kecelakaan dan pelanggaran lalu lintas;
4. Lakukan penegakan hukum lalu lintas dan teguran secara humanis dengan menggunakan etle mobile pada 7 (tujuh) prioritas pelanggaran, sebagai berikut:
a. pengemudi atau pengendara kendaraan bermotor yang menggunakan ponsel saat berkendara;
b. pengemudi atau pengendara kendaraan bermotor yang masih di bawah umur;
c. pengemudi atau pengendara sepeda motor yang berboncengan lebih dari 1 (satu) orang;
d. pengemudi atau pengendara sepeda motor tidak menggunakan helm sni dan pengemudi atau pengendara kendaraan bermotor tidak menggunakan sabuk keselamatan (safety belt);
e. pengemudi atau pengendara sepeda motor dalam pengaruh atau mengonsumsi alkohol;
f. pengemudi atau pengendara kendaraan bermotor yang melawan arus; dan
g. pengemudi atau pengendara kendaraan bermotor yang melebihi batas kecepatan.
