122 Ton Ball Pres dari Luar Negeri Dimusnahkan Bea Cukai Batam

Kantor Pelayanan Utama (KPU) Bea dan Cukai (BC) Batam melakukan pemusnahan ribuan Ballpress (Barang Bekas) asal luar negeri periode 2018 – 2022.

Barang yang menjadi milik negara (BMMN) itu dimusnahkan di Gudang PT Desa Air Cargo, Kawasan Pengelolaan Limbah Industri (KPLI-B3) Kabil, kota Batam Provinsi Kepulauan Riau (Kepri) pada Senin, (03/04/2023).

Diketahui, barang bekas tersebut berupa pakaian, tas dan sepatu bekas sebanyak 5853 Koli seberat ± 122 ton dengan estimasi senilai 17 miliar rupiah.

Kepala Seksi (Kasi) Humas Bea Cukai Batam, Ricky Mohamad Hanafi mengatakan, Pemusnahan ini dilakukan dengan dua cari yakni; dipajang dan dibakar dengan menggunakan mesin incinerator.

“Ballpressnya kurang lebih 122 ton, nilainya kurang lebih 17 miliar rupiah. Kapasitas mesin pembakara ada 2 mesin incinerator,” sebut Ricky sesaat sebelum dimulainya pemusnahan ballpress.

Dalam kesempatan tersebut, Direktur Jenderal Bea dan Cukai, Askolani menuturkan hal senada. Askolani mengatakan, upaya pencegahan hal ini telah dilakukan oleh pihaknya sejak tahun 2018 lalu. Bahkan Dia mengungkapkan, modus para pelaku adalah, dengan menyembunyikan barang-barang bekas tersebut ke tempat tertentu atau bahkan dicampur dengan barang resmi untuk diseludupkan.

“Total keseluruhan barang yang dimusnahkan mencapai 5.853 Koli dengan berat mencapai 122,06 ton. Sementara, perkiraan total nilai barang mencapai 17,4 miliar rupiah. Pencegahan yang kami lakukan mulai tahun 2018 – 2022, telah ditetapkan sebagai barang milik negara yang akan dihancurkan dengan mesin penghancur dan pembakar yang dilakukan dalam waktu 2 minggu. pemusnahan sesuai dengan mekanisme yang berlaku. Modus penyelundupannya melalui jalur pelabuhan tak resmi. Disembunyikan di tempat-tempat tertentu. Atau dicampur dengan barang resmi,” ungkapnya.

Kata dia, Pemusnahan ini merupakan salah satu cara pengelolaan BMMN dengan tujuan untuk menghilangkan wujud awal dan sifat hakiki suatu barang.

Berdasarkan Peraturan Menteri Keuangan (PMK) nomor 178/PMK.04/2019 disebutkan bahwa pemusnahan dapat dilakukan
apabila BMMN tidak dapat digunakan, tidak dapat dimanfaatkan, dan tidak dapat dihibahkan; tidak mempunyai nilai ekonomis; dilarang diekspor atau diimpor; dan/atau berdasarkan peraturan perundang-undangan harus dimusnahkan.

Pakaian bekas, sepatu bekas, dan tas bekas merupakan barang larangan impor yang diatur dalam Peraturan Menteri Perdagangan (Permendag) nomor 51/M-DAG/PER/7/2015 tentang Larangan Impor Pakaian Bekas dan Permendag nomor 40 Tahun 2022 tentang Barang Dilarang Ekspor dan Barang Dilarang Impor.

“Pemusnahan ini merupakan tindak lanjut arahan presiden Republik Indonesia terkait penanganan peredaran pakaian bekas ilegal impor yang mengganggu industri tekstil dalam negeri dan sebagai implementasi pengelolaan barang hasil penindakan kepabeanan dan cukai. Kami berharap dengan mencegah efek negatif yang ditimbulkan oleh barang bekas asal impor,” pungkasnya.

Selanjutnya, dalam kesempatan yang sama, Kapolda Kepri, Irjen Pol Tabana Bangun juga menuturkan hal senada. Kapolda Kepri menyebut, pihaknya akan terus memberi dukungan kepada Bea dan Cukai Batam dalam hal penanganan barang bekas ilegal tersebut. Tabanan menyebut, dengan adanya pemusnahan ini menjadi upaya perlindungan terhadap masyarakat dari aspek kesehatan serta perekonomian.

“Kami sangat mendukung dan Polda selalu aktif dalam upaya represif maupun prefentif. Dengan adanya pemusnahan ini, masyarakat kita akan terlindungi. Karena ini berefek untuk kesehatan dan perekonomian. Upaya ini merupakan bagian dari penegakan hukum untuk memberikan perlindungan kepada masyarakat. Karena Kepri ini merupakan pintu masuk dari pada barang-barang ilegal,” tandasnya.*
